The proposal for Open Access Publication Funding continues the participation of the Catholic University of Eichstätt-Ingolstadt (KU) in the transformation process, namely the transfer of academic publishing to Open Access. The change process is planned to last 36 months from 2023. The DFG has indicated that they will continue to provide financial support for this process. This is an important political message. The costs detailed in the application were calculated based on data from KU Open Access publications from 2019-2021. The data was filtered in accordance with the guidelines laid down by the DFG. The proposal is for resources for research articles and monographs that have been created in the course of DFG projects. The application is testament to the KU’s commitment to supporting the transformation process. An important stage in the transformation process is the detailed documentation of national and international financial resources and how they have been invested, figures regarding the proportion of Open Access publications, and information on the further development of the infrastructure (e.g. DOI, CC BY Licenses, ORCiD-ID). The change process will facilitate local improvements to cost control and the process for monitoring of publications at the KU and help to enhance the skills of both authors and employees in administration. The requirements for cost control using the KU’s budgeting system have been put in place. The workflow for resources not managed centrally will be improved. One of the work assignments is to achieve standards in the input of accounting transactions, so that data can be analyzed automatically. The technical requirements for monitoring publications have been fulfilled through KU.edoc, the university bibliography and repository. The focus is on ensuring the high level of recording of publications and improving the quality of the entries, particularly with regard to Open Access publications. Costs and bibliographical data will be linked via a common ID to enable analysis. The reporting of costs in the designated national systems will be implemented. A further aim is to improve the documentation of research projects. The plan is to develop ideas for Open Access resource planning, to allocate an ID to planned projects to make them identifiable and to assign the publication to a project. This is made possible through the availability of a small FIS which is capable of technical development (KU.fordoc). The ultimate aim is to clearly structure the administrative processes related to Open Access. In the course of this work, a job profile for Open Access Administration at the KU will be developed. We will continue to dedicate a considerable amount of time to communicating with and advising authors. This includes the overall vision of the transformation process, but also basic knowledge of issues such as licenses, DOI, ORCiD, Open Access in the Humanities, visibility in further repositories etc..
