We propose to perform an Effelsberg HI survey which covers the whole northern sky north of Dec = 0° on a fully sampled grid. Using two different spectrometer backends, we perform for the first time a galactic and extragalactic survey in parallel. Towards the Sloan Digital Sky Survey area the survey is optimized to reach its highest sensitivity of 2 mJy/b.a.; this corresponds to a mass sensitivity of 1.8-107 Msun at the distance of the Virgo cluster. The Milky Way survey will have a sufficient overlap with the northern extension of the Parkes GASS survey but will have much higher sensitivity. Accordingly, the Effelsberg and GASS survey combined will be the data resource for multi-frequency astronomy until the era of the Square Kilometer Array. The Effelsberg HI survey is a joint project between the Argelander-lnstitut für Astronomie (AlfA) and the Max-Planck-lnstitut für Radioastronomie (MPIfR). The project is located at AlfA, while the MPIfR provides the access to the instrument.
