The aim of this project is the comparative investigation of the influence of spatial planning on regional development between Germany and Switzerland. It is based on three hypotheses:H1: Spatial planning has even in the context of other factors a measurable and significant influence on the extension and patterns of regional settlement development.H2: The influence of spatial planning on regional settlement-development depends on the Regional Governance-Capacity: The higher it is, the higher is the influence. H3: The variation of Regional Governance-Capacity inbetween the national states is higher than between the states.In the first step of the land-wide analyses a model of Governance-Capacity will be developed and filled with empirical indicators. The results will be put in contrast to analyses of regional settlement development. As result of correlation-, regression- and cluster-analyses a typisation of the regions will be developed. This is as well the base for the selection of five case-studies: two in each country and the Basel Region. In the case studies the reasons of the differences in Governance-Capacity are examined.
