The focus in this research-project is put on the question about the communicative character of planning processes in reality – regarding the dominant paradigm of communicative planning. The central assumption is, that the used planning methods are a good indicator for their leading paradigms.In the first phase of the project based on semi-experimental method-designs a typology of planning methods is veryfied, in which a distinction between rather communicative, rather creative and rather rational methods is made.In the second project-phase for several planning cases an empirical identification of planning phases and classifications of planning methods in relation to the phases will be done. Finally, in the third project-phase, based on the research heuristic of the actor-centered-institutionalism, in 6 ex-post and accompanying case studies the role of planning methods as a collective resource of action in political planning processes will be examined.A workshop for the discussion of the results and their publication is planned.
