The German Constitution from 1871 established a loose federal political system that was transformed into a highly integrated federal state in 1914. By analysing policies, politics and polities between 1871 and 1914 this project aims at explaining this change. The examples of financial politics, social politics and consumer protection politics are taken up in the project. Focus is put on the interaction between the different federal levels within the German Empire s multi-level governance system. Methodologically the project combines the historical-hermeneutical approach with political sciences theories.
