Through the proposed project, Freie Universität Berlin intends – in the context of dynamic developments of infrastructures and economic conditions relating to open access – to enable its members to publish articles in quality-controlled open access journals and to publish open access books. In order to obtain reliable data on publication volume and publication costs at Freie Universität, an integrated information budget will be devised. That budget will cover costs both of acquisition and of publication services, including costs processed both by central and by non-central units as well as direct and indirect costs. The project will be designed from the outset to benefit different stakeholders at Freie Universität and to take into account their differing needs. Existing systems need to be adjusted in order to improve networking and to harmonize infrastructures, tools, and workflows, including targeted adjustment of specific interfaces and workflows. The development of improved publication and cost monitoring aims at providing a comprehensive overview of financial flows, workflows, and transaction costs at the conclusion of the project after 2025, permitting informed strategic decisions for the future based on that information. Thus, Freie Universität will actively contribute to an overarching structural adjustment and development within a sustainable open access transformation.
