Since 2002 members of the University of Münster (Westfälische Wilhelms-Universität, WWU) can profit from a wide range of services for publishing of their research open access or for getting refunds for costs that may arise from this publication form. Costs for open access APCs and BPCs can be reimbursed via the WWU Publication Fund or are covered by various transformative agreements with consortia or publishers to reduce the financial and organizational expenses of open access publishing for WWU members. The university‘s licence committee administers the allocation of the costs for open access publications and for the growing number of transformative contracts. With the help of the DFG program “Open Access Publication Funding" a number of developments are to be initiated for improving the publication system at the WWU in the long term: 1. Improving the WWU‘s campus research information system (CRIS) for centrally capturing publication data und funding projects, accompanied by establishing affiliation guidelines and developing bibliometric services. 2. Consistent monitoring of publication costs by systematically analyzing accounting data from the enterprise resource planning system of both the university and the university hospital. This will be prepared by standardizing invoice processing routines, closely coordinated with both accounting departments. 3. Consistently developing the departments’ and university library’s budgets administered by the licence committee into an integrated information budget as central control device for the university’s transformation towards open access.
