The University of Erfurt is strongly committed to the idea of open science in the sense of the Berlin Declaration of 2003 and is committed to ensuring that the results of publicly funded research are made accessible and thus visible without restriction, both nationally and internationally, for the benefit of science and society. With the establishment of reliable structural and personnel support structures, which began in 2017, and their continuous further development, the university has taken important steps to accelerate the transformation of scientific publishing towards Open Access (OA) models. To support its researchers in publishing OA the University of Erfurt runs a fund which covers publication costs for articles in high quality Gold OA journals. In addition, the university participates in OA transformative agreements such as the DEAL contracts and thus enables its scientists to publish hybrid OA articles at no personal costs. Copies of all articles financed in this way are stored in the institutional repository „Digitale Bibliothek Thüringen“ (DBT), freely accessible and easy to find. In addition to expanding and stabilizing these funding instruments, the project will establish an new university bibliography and the university's research information system which will be used for comprehensive publication monitoring. With the help of University‘s Financial Department a comprehensive monitoring of Open Access publication costs is already under construction including both central and decentral fundings. Such monitoring forms the basis of a targeted OA transformation and the necessary shift from subscription to publication resources.
