Dynamics of multiple competition of German universities from an international perspective

The planned project is based on the results of the first funding phase, where we identified a low level of competitive dynamics in the German higher education sector. Therefore, an in-depth investigation of higher education sectors with higher dynamics will be carried out in a first step (analysis area A). Dimensions of competition that we intend to investigate include transfer, in the area of teaching international students, and in the area of research, international academic staff. We will additionally examine the role of tuition fees to conclude these in-depth analyses. Their results have a preparatory character in order to extend the analysis of the dynamics of multiple competition in the higher education system and to also include the international perspective. The findings obtained in phase 1 and analysis area A are to be reviewed and comparatively evaluated in an international context. For this purpose, we intend to compare three different higher education systems in analysis area B (USA , France, and Germany). These represent the spectrum of a (primarily) private-sector, a centralized, and a federally organized higher education system. We aim to identify the institutional specifics and to measure their influence on the competitive dynamics and positioning of the universities, both at the national and international level. As a result, we expect to identify possible competitive advantages of the three different higher education systems and plan to discuss possible strategic alternatives for action, which help to survive in the international higher education competition. Analysis area C examines the position of German universities in international higher education competition and the competitive dynamics in which they are involved. Elements of national and international cooperation between universities will also be considered.
