Project B06 analyzes the impact of dramatically rising state revenues in the wake of a resource boom on the coverage and generosity of state-led social policy in authoritarian regimes in the post-Soviet region. The analysis captures policy field-specific target groups, benefits, changes over time, and rhetorical presentation ("framing") of social policy. Using a mix of methods, comparative case studies (Russia-Ukraine, Kazakhstan-Kyrgyzstan, Azerbaijan-Georgia) are combined with a subsequent global test of the corresponding hypotheses in a quantitative analysis to develop well-founded hypotheses.
