The project addresses the Latin American pioneers in social policy making and focuses on health care and workmen’s protection legislation (“Arbeiterschutz”) and on the reform processes which lead to them. We describe the social policy dynamics in Argentina, Chile, and Uruguay as countries of the Cono Sur sharing a similar colonial history, language, and religion. The project elucidates the role of three important actors, namely health care experts, the military, and the ILO, and we will show how the exchange of ideas with Europe and the United States has influenced the social policy development in the Cono Sur’s “South-Atlantic Crossings”.
