Focusing on the central topics of housing, shelter and asylum, the research project inquires how NGOs, with their own action strategies being based on exchange and circulation, can undermine the territorial logic of nation states, or tactically exploit these logics, thereby contributing to a re-figuration of spaces on a political plane. Organisation and network analyses in combination with qualitative interviews will offer a detailed reconstruction of the spatial references and connec-tions actors communicatively establish and the forms of spatial order thus created.
