This project examines the end of planning euphoria in Germany and Britain as expressed in the concept of “ungovernability”. We look at the discourses, the respective agents and groups of agents, the formation of new decision-making structures and political practices since the mid-1970s. The comparison of Germany and Britain allows the examination of two political spheres in which questions not only of the legitimacy of decision-making, but also problems of the labour market, wage policy and internal security were discussed and practically handled very differently.
