NTACT -Infrastructure and Transparency of Article Costs" aims at establishing openly available and efficient procedures to manage author processing charges. The project reflects that the transition from a subscription-based market towards Open Access can only be achieved if higher education and research institutions collaborate with publishers on lean workflows.To this end, the project addresses three aspects: First, the project will examine how Open Access publishing is distributed over German research institutions. This will form the basis to predict future costs. Second, an Open Data service for article fees will be established. The datasets on fee-based publishing can be reused to make cash flows between research institutions and publishers more transparent. In the end the project proposes efficient workflows involving all parties such as funders, libraries, standardization initiatives, and publishers.
