This project focuses on the economic and political rights of participation available to actors residing inside and outside the formal boundaries in the British and French Empires during the nineteenth and early twentieth centuries. By focussing on membership as a resource that can generate loyalties, it places the emphasis on a resource that can be easily inflated, but whose value appears to be linked quite strongly to its exclusivity.
