The principal objective of my three months visit to Rutgers University is to produce a book manuscript, in which I examine environmental policy change in Eastern Europe and Latin America against the background of political and economic liberalization. The manuscript represents a further development of my doctoral thesis and shall subsequently be submitted to an academic publisher. The progress vis-à-vis the doctoral thesis mainly consists of new empirical data for a complementary case study analysis. In this vein, the book should have appeal to a larger audience. Yet, I would also like to benefit from discussing the theoretical framework and the results of the quantitative analysis. In this context, I am particularly curious to see, how they evaluate my operationalization of the governmental enforcement commitment through environmental prosecution. In more general terms, I wan to improve my data analysis skills and get learn about new techniques. My third objective is to stimulate a more intense cooperation between the University of Konstanz and Rutgers University. In the most ideal case, we could initiate a joint research project focusing on public policy analysis. Such a cooperation would also be advantageous for my habiliation phase since I could address topics which are not covered by the research of my department, such as evaluation research.
